ROCK HILL, SC (WJZY) - Neighbors in a Rock Hill apartment complex told FOX 46 Charlotte they were surprised to hear a 27-year-old man was tattooing minors in his apartment.
"I'm sorry to hear that that's happening here because it's a nice quiet area. Nice quiet neighborhood and it leads me to think that maybe it's not so safe," Judy Stille said.
James Hines, who was arrested on Monday, is now charged with two counts unlawful tattooing and two counts contributing to the delinquency of a minor.
According to the police report, the mother of one of the teenagers found the tattoo on her 15-year-old daughter's right side, but it's not the first time. This is the second tattoo the teen reportedly received from Hines.
"Teenagers will be teenagers. And they don't talk to their parents about what they are doing, that they shouldn't be doing,” said Stille.
"Somebody could easily be like I’m 18 or this and that. That could have happened," Mersaedies Williams said.
One neighbor told FOX 46 Charlotte her friends have gotten tattoos from Hines before too
"I know my friend got a rose on her thigh...but he's a really good tattoo artist," Williams said.
In the police report, it shows the mother went to the apartment complex and spoke to Hines' "roommate" who reportedly told her she wasn't the first parent who came to the apartment asking about the tattoos.
The owner of the apartment complex said that the lease is under Hines' girlfriend’s name. He wasn't aware about the illegal tattooing but he said he's not surprised since they've had issues with them before.
People who live here said they're confident the landlord won't let this happen again.
"I’m sure the landlord will do something. He's probably the best landlord I’ve ever had in my life," Stille said.
