Deputies: 12-year-old boy duct taped to chair, assaulted by guardian, brother

A 71-year-old woman and a 20-year-old man have been arrested after a report was filed with the Iredell County alleging child abuse. 

On Wednesday, March 27 deputies were informed of possible child abuse at 108 Peacock Hollar Road off of Little Farm Road .

The reporting individual had text messages and images from a family member living at the address that showed a young man duct taped to a chair in the house. 

Deputies went to the home to investigate and found a 12-year-old boy. The suspects were identified as Frances Kay Campbell Miller, the child’s guardian, and Dustin Webb Miller, the child’s brother.

Iredell County Department of Social Services were called to the home and took temporary custody of the boy along with other juveniles living in the home.

Detectives learned Frances Miller held the boy's hands behind his back while Dustin Miller punched him in the face. The assault left the child with a fracture to the face. Frances Miller also duct taped the boy to a chair, where him was left overnight.

Based on statements, and evidence collected during the investigation, Frances Miller and Dustin Miller were arrested.

Frances Miller was charged with felony assault inflicting serious bodily injury, two counts of misdemeanor child abuse, and misdemeanor false imprisonment. She was issued a $25,000 bond.

Dustin Webb Miller is charged with felony assault inflicting serious bodily injury, and misdemeanor simple assault. He received a $22,500 bond.
