Statesville man arrested for the second time in 4 months for sex crimes against a child

A Statesville man has been arrested for the second time in four months for sex crimes against a child, according to the Rowan County Sheriff's Office. 

Jake Robert Kelly, 29, has been charged with solicitation of a child by computer and two additional counts of dissemination of obscene material to a minor. 

In February 2019, investigators said Kelly had posted bond on charges from December 2018 of first-degree kidnapping, dissemination of obscene material to a minor, indecent liberties with a child, and contributing to the delinquency of a minor. He was released from the Rowan County Jail to await his trail date. 

On Wednesday, April 10, detectives were notified that Kelly had contacted the child victim on a social media messenger site. An investigator with the Rowan County Sheriff's Office conducted a five day undercover operation and chatted with Kelly through the social media site, causing him to believe that he was still talking with the child victim. 

Kelly sent sexually explicit messages and then later arranged to leave Statesville to meet the victim near China Grove on Monday, April 15 to have sex, detectives said. 

When the suspect arrived at the location he was met with Rowan County Sheriff's Office detectives and placed under arrest. He is now being held at the Rowan County Jail under a $100,000 secured bond.
