Video shows moment CMS bus clips vehicle before crashing into building

New surveillance video released on Friday shows a CMS bus aggressively clip a vehicle moments before crashing into a nearby building. 

The video was captured by S T Express Mart, which is located in the 2600 block of Statesville Avenue where the wreck occurred at 8:27 a.m. Thursday, Feb. 28. 

According to Charlotte-Mecklenburg Schools, 15 students and a driver were on board. Two people were taken to the hospital with minor injuries.

CMS bus #509 was en route to Ranson Middle School when for unknown reasons the school bus clipped a vehicle, went off the roadway and crashed into a building.

The bus driver, 35-year-old Lashandra Chere Williams, has been cited with failure to maintain lane control after police determined that she hit a car in the left lane on Statesville Avenue, causing her to lose control of the bus and run into the building. Speed did not appear to be a factor in the crash, according to investigators. 

CMS says Williams has been suspended with pay. 

The school bus is linked to two recalls affecting the bus' brakes, a FOX 46 investigation discovered. 

Since 2017, two recalls have been issued for the same make, model and year school bus - a 2018 Thomas C2 - over issues with the mechanism that controls the bus' brakes. The most recent recall, issued last August, warned if not fixed the problem could "potentially" result in "reduced brake effectiveness which could lead to a crash."

Another recall, issued in December 2017 warned of the same thing. 

"The accident is under investigation," said CMS spokesperson Yaviri Escalera in an email. "We will let you know if any of the recall information've shared impacts this particular bus."

We don't know if the recalls affecting the brakes were fixed or if they played any factor in this crash. Experts say this will likely be one factor investigators look at as they try to piece together what happened. CMPD continues to investigate the cause of this wreck.
